The Building Safety Act 2022: Signage and the Golden Thread

How the Building Safety Act 2022 integrates safety signage into the Golden Thread of building information for high-risk buildings.

The Building Safety Act 2022: Signage and the Golden Thread

For a full overview of legal requirements, see our core guide on UK Safety Sign Regulations: Comprehensive Guide 2026.

The Building Safety Act 2022 represents the most significant reform of building safety regulation in UK history. Central to this reform is the concept of the "Golden Thread"—a digital record of a building's design, construction, and ongoing management. In 2026, safety signage has moved from being a simple hardware requirement to a critical component of this digital safety chain.

What is the Golden Thread?

The Golden Thread is both the information about a building and the management of that information. For "Higher-risk Buildings" (at least 18 metres tall or 7 storeys with at least two residential units), the Accountable Person (AP) must maintain this thread to ensure the Building Safety Regulator (BSR) can verify the building is safe.

Why Signage Matters to the Golden Thread

Signage is often the primary way safety information is communicated to residents and emergency services. In the context of the Golden Thread, signage must be:

  1. Accurately Documented: The location, material, and type of every critical fire safety sign must be recorded.
  2. Consistently Maintained: Maintenance logs must prove that signage remains compliant throughout the building's lifecycle.
  3. Digitally Mapped: Modern safety cases often require BIM (Building Information Modelling) or digital floor plans that show sign placement.

Building Safety Regulator (BSR) Requirements

The BSR oversees the safety of high-risk buildings. During a "Safety Case" review, they will look for evidence that signage supports the building's overall safety strategy.

1. The Safety Case Report

Signage is a "control measure" used to mitigate risks. Your Safety Case Report must demonstrate how:

  • Wayfinding signs prevent confusion during evacuation.
  • warning signs alert residents to specific hazards (e.g., plant rooms or chemical storage).
  • Fire equipment signs ensure rapid response in an emergency.

2. mandatory Reporting

Under the Act, there is a "mandatory Occurrence Reporting" system. If critical safety signage is found to be missing or systematically failing (e.g., a batch of photoluminescent signs failing luminance tests), this may need to be reported to the BSR.

The Accountable Person and Signage Duties

The Act introduces the role of the Accountable Person (AP). Their duties regarding signage include:

  • Assessment: Identifying all areas where signage is required for life safety.
  • Procurement: Ensuring all signs meet the latest BS EN ISO 7010:2020 standards.
  • Verification: Proving that signs are installed at the correct heights and distances as per BS 5499 codes of practice.
  • Resident Engagement: The Act mandates a "Resident Engagement Strategy." This includes ensuring signage is understandable for all residents, including those with visual impairments or those whom English is not a first language.

High-Risk Building Signage Standards

For buildings within the scope of the Act, "basic" compliance is rarely enough. The BSR expects "best practice" implementation:

RequirementStandard ComplianceBSR/Golden Thread Best Practice
MappingPhysical floor plansDigital signage inventory with QR-code tracking
MaterialRigid Plasticphotoluminescent Class C or D for all exits
AuditAnnual visual checkQuarterly documented inspection with photos
ConsistencyMixed symbols100% unified ISO 7010:2020+A8 symbols

Integrating Signage into your Digital Safety Record

To meet the 2026 expectations for the Golden Thread, building managers should:

  1. Conduct a Signage Audit: Use a digital tool to tag every sign location.
  2. Log Specifications: Record the PSPA class, manufacturer, and installation date.
  3. Link to Maintenance: Every fire alarm test or emergency light check should include a visual verification of nearby signage.
  4. Evidence of Action: If a sign is replaced, the record must be updated in the digital thread to show the new sign meets current standards.

Conclusion

Signage is no longer a peripheral concern in building safety. Under the Building Safety Act 2022, it is a vital part of the evidence used to prove a building is fit for occupation. By treats your signage as part of the Golden Thread, you protect your residents and ensure your compliance with the Building Safety Regulator remains beyond reproach.
